How much did GTA 6 cost to make?

Nobody outside Rockstar Games and Take-Two Interactive knows, and neither company has published a figure. The only on-record statement about a figure came on October 14, 2026, when Bloomberg ran a long feature on the making of the game: Rockstar's head of publishing, Jennifer Kolbe, rejected the widely repeated claim that the budget passed 1.5 billion USD, and she gave no number in its place.

That is the whole answer. Everything else written about the budget is an estimate, a comparison or a meme. This article sorts those into what is on record and what is not, so you can tell which numbers deserve any weight at all.

What Rockstar said about the GTA 6 budget

Bloomberg's feature, written by Jason Schreier, sits behind a paywall, so the wording here comes from IGN, which covered the piece on the same day. IGN reported that Kolbe said the rumour that the game cost more than the Burj Khalifa was wrong, and that she did not confirm the real budget.

Read that carefully. A denial of "more than 1.5 billion" is a ceiling, not a cost. It fits 1.4 billion as well as it fits 800 million. Rockstar has not narrowed it further, and Take-Two has not either, so the honest answer to the cost question is still a range with no floor.

IGN's write-up also relays one figure Bloomberg did print. Rockstar now employs 4,711 people across twelve offices, up from 2,441 when Red Dead Redemption 2 shipped in 2018. That is Bloomberg's count, not a Rockstar announcement, and it is a headcount, not a budget. It is also the main reason Bloomberg describes the game as almost certainly the most expensive ever made: a workforce that size, kept on the game for years, costs a great deal whatever the final total turns out to be.

Where the 1.5 billion and 2 billion figures came from

Two numbers circulate. Neither came from a company document.

The 2 billion figure appears to trace to a Gulf News column dated July 2025, per IGN. Its author wrote that the game "is said to have development costs of $2bn" and, in the same piece, that the figure "hasn't been confirmed by the makers." The column named no analyst and no source. It also put the cost of Dubai's Burj Khalifa at 1.5 billion USD, which is where the skyscraper comparison appears to have started, and why Kolbe addressed it more than a year later.

The 1 to 1.5 billion range comes from Business Insider, which earlier in 2026 cited unnamed industry analysts. Fortune repeated that estimate in a piece first published on May 6, 2026 and updated on June 29, and noted that Take-Two declined to confirm any dollar figure. We rely on Fortune's and IGN's accounts of the Business Insider estimate.

Put together: 2 billion is an unsourced line in a newspaper column, and 1.5 billion is the top of an analyst guess. Kolbe's denial knocks out the first and caps the second, which leaves the real cost somewhere below a number nobody could source in the first place.

What Take-Two's SEC filings say about development costs

Take-Two is a public company, and its filings carry real numbers. None of them is a GTA VI budget, but a few get quoted as if they were, so they are worth knowing.

  • The annual report for the year ended March 31, 2026 says Grand Theft Auto VI "is planned for release on November 19, 2026, during our fiscal year 2027." It also says Grand Theft Auto products contributed 12.4 percent of net revenue that year. That is GTA V and GTA Online money, not GTA VI.
  • The balance sheet in Take-Two's first-quarter fiscal 2027 release, dated August 7, 2026, lists 2,395.0 million USD of non-current "software development costs and licenses" at June 30, 2026, up from 2,277.5 million at March 31. That line is company-wide capitalised development spend plus licences; the company does not break it out by title.
  • The same release guided second-quarter net bookings of 1,620 to 1,670 million USD. That is expected sales, and it says nothing about development spend.

Take-Two CEO Strauss Zelnick has been asked about the cost directly. Fortune and IGN both report the same short answer: he said it was expensive, and nothing more specific has followed from him or from Rockstar since.

Why the delays keep the budget question alive

Rockstar has moved the release date twice. The current date, November 19, 2026, was set in a Rockstar Newswire post on November 6, 2025, and our GTA 6 delay history records each announced change. Bloomberg's headcount figure explains why every delay restarts the budget speculation: more months of a studio that size means more spend. But Rockstar has never attached a cost to either delay, and Take-Two has not put a number on them in any filing we have read.

Does the budget change the price you pay?

No. The game is 79.99 USD for the Standard Edition and 99.99 USD for the Ultimate Edition on the US PlayStation Store, re-read on October 21, 2026. Those prices were set when pre-orders opened in June and have not moved since Bloomberg's feature. Our Standard versus Ultimate Edition comparison lists what each includes.

The next on-record moment is Take-Two's second-quarter earnings call on November 9, 2026 at 4:30 PM Eastern, announced on its investor site on October 13. Executives may discuss marketing or pre-orders, and a budget reveal would be out of character for them. We have a preview of the November earnings call covering what the company has guided so far.

Does a record budget mean more cheats?

Money spent on the game says nothing about cheat codes. Rockstar has published nothing about cheats in GTA VI, and our GTA 6 cheats page lists no verified code because none exists yet. GTA V shipped with a long list of codes, so a large budget is not a signal either way, and we will add GTA VI codes only when they are verified in the released game.

Did GTA 6 cost 2 billion dollars?

No sourced figure says so. The 2 billion figure appeared in a July 2025 Gulf News column that itself called the number unconfirmed by the makers. Rockstar's Jennifer Kolbe told Bloomberg in October 2026 that the game did not cost more than 1.5 billion USD, per IGN's account of the feature.

Is GTA 6 the most expensive game ever made?

Bloomberg says it almost certainly is, based on the time and headcount involved: 4,711 staff by Bloomberg's count, up from 2,441 when Red Dead Redemption 2 shipped in 2018. No company has published a figure to prove or disprove it.

Did GTA 6 cost more than the Burj Khalifa?

Rockstar says no. The comparison started with a Gulf News column that put the tower at 1.5 billion USD and the game at 2 billion. Kolbe rejected it in Bloomberg's October 14, 2026 feature, without saying what the real figure is.

How much did GTA 6 cost to make, according to Take-Two?

The company has never said, and nothing suggests it will. Its CEO has described the game only as expensive, and its filings report development costs company-wide, not per game. The November 9, 2026 earnings call is the next chance for an analyst to ask.
